RTE Gujarat is the state-level implementation of the Right of Children to Free and Compulsory Education (RTE) Act, 2009 — a law passed by the Indian Parliament that makes free education a fundamental right for every child aged 6 to 14 years.
Gujarat began implementing RTE in 2013. Over 12 years, it has grown massively — with 2,38,916 applications received and 95,511 seats allocated in the 2025-26 cycle alone, across 9,741 private schools in all 33 districts.
The Gujarat Directorate of Primary Education manages the entire admission process online through rte.orpgujarat.com. The system uses a transparent computerized lottery for fair seat allotment.

Under this scheme, 25% of Class 1 seats in 9,741 private schools across Gujarat are reserved for children from EWS and disadvantaged families — completely free from Class 1 to Class 8. Each admitted child also receives ₹3,000/year via DBT for books, uniform, and transport.
Annual family income must be under ₹6,00,000/year — this is a uniform limit for both rural and urban areas (revised in 2025 from ₹1.2L rural / ₹1.5L urban).
Important: Income is calculated on gross earnings. PF deductions, professional tax, and home loan EMIs do not reduce the gross figure. You need a valid income certificate from Mamlatdar or TDO (less than 6 months old). If you have PAN but haven't filed ITR, a Self-Declaration is mandatory.

After document verification, all eligible applications enter a transparent computerized lottery. Seats are allotted based on:
- Priority category (1 = highest priority, 13 = lowest)
- Distance from school (closer = higher preference)
- Preference order of schools selected
- Random computerized selection within same category/distance
Gujarat conducts 4 rounds — unfilled seats from each round cascade to the next. After Round 1, approximately 9,000 seats became available in Round 2 from non-confirmed admissions.

Each admitted child receives ₹3,000/year via Direct Benefit Transfer (DBT) for uniforms, bags, books, and transport. Private school fees are reimbursed directly by the government to the school.
In 2023-24, Gujarat disbursed ₹3,723 crore for RTE — including ₹2,665 crore as fee reimbursement and ₹1,057 crore as direct assistance to 6 lakh+ students. Higher education support of up to ₹13,000 may also be available.
Schools refusing allotment must provide written justification within 48 hours. If they don't:
- File written complaint with District Education Officer (DEO) within 24 hours, citing Section 12(1)(c) RTE Act 2009
- DEO must resolve within 7 days
- If DEO takes no action, you can file a direct complaint with SCPCR (State Commission for Protection of Child Rights)
